Todd D. Conner, Principal Broker and Director of Commercial Lending

Todd Conner, Principal Broker of Blackwater Commercial, has been in investment real estate brokerage for over 28 years. Todd is known throughout the industry for his extensive knowledge of income-producing investment properties and has closed over $400 million in transactions during his career. He is active in several sectors of investment real estate, with a strong focus on Multi-Housing and NNN Investment Properties. As the owner and Principal Broker of Blackwater Commercial, he thrives to provide the best service possible to his clients. Todd is a Candidate for the CCIM (Certified Commercial Investment Member) and has a B.S. in Business Management from the University of South Carolina. Todd consistently tracks capital markets, emerging market trends, and studies industry forecasts. He believes these factors are imperative in determining current and future asset values and return metrics. Blackwater Commercial has extensive partnerships with other commercial real estate firms throughout the U.S.A. which allows for a broad and extensive reach throughout different sectors in geographical areas.

Michael Shaver, VP Commercial Lending

Michael Shaver joined Blackwater in September 2025 as a Commercial Realtor and VP of Commercial Lending. He brings more than 35 years of experience in commercial lending and banking, having completed over $400 million in transactions across the Mid-Atlantic and Southern U.S. His expertise spans investment real estate, commercial and industrial lending, and specialized sectors such as corporate aircraft and aging services.
Throughout his career, Mike has held leadership roles in national and community banks, Fortune 500 companies, and most recently, his own consulting and intermediary firm, which maintained a national lending platform now integrated into Blackwater. His extensive background covers business development, client relationship management, underwriting and structuring, portfolio management, mergers and acquisitions, and distressed assets. Widely regarded as an analytical and creative problem solver, Mike is known for delivering strategic solutions that support clients through every stage of their business and project cycles.
A Roanoke, VA native, Mike earned a B.S. in Finance from Virginia Tech and returned to his hometown after professional assignments in Jacksonville, Charlotte, and Richmond.

Ellen Cleveland, Associate

Ellen Cleveland joined Blackwater Commercial in 2022. Ellen is a seasoned professional with over 10 years of Real Estate transaction experience. In her role as Associate, she will focus her efforts on deal flow management, marketing, due diligence tracking and underwriting.  Ellen holds a Bachelor of Science in Business Management from High Point University.
